The aim of this publication is to provide further substantive background information to support issues raised in the United Nations World Water Development Report 3: Water in a Changing World (WWAP, 2009), concerning the requirements for institutional capacity development, and to provide a wider audience for the results of the International Workshop on Institutional Capacity Development in Transboundary Basins held on 10-12 November 2008 in Bonn, Germany and hosted by the UN-Water Decade Programme on Capacity Development.
