This ZEF Working paper on Amu Darya summarizes the conflict constellations, structural deficits and political context factors of transboundary water management in Central Asia. The author analyzes corpus of legislation and institutions of transboundary water management and depicts its problems. Also, he presents an existing water economy in its historical and geographical context. Finally, a number of approaches are discussed which could facilitate a more efficient and cooperative transnational dealing with the water resources in Central Asia.
