Mr. Sayed Shobair started his career as an Assistant professor and researcher in Water Supply and Hydraulic Department of Engineering Faculty of Nangarhar University, Afghanistan and in the Hydraulic and Hydraulic Structure Department of Kabul Polytechnic University in the year of 1982 to 1989. He joined an NGO in Pakistan in the year 1989 as head of Water Resources Department. Later, he joined FAO as National Consultant, Irrigation Engineer/ trainer in the year of 1994. The field of his activities was Hydraulic Design, Irrigation Water Management, Watershed Management, Rainwater Management and Integrated Water Resources Management. Since July 2004, Sayed has been working as National Project Coordinator, Chief Engineer and Trainer for Emergency Irrigation Rehabilitation Project (EIRP), World Bank funded project where UNFAO is the technical consultant to the Ministry of Energy and Water of Afghanistan. The four major component of EIRP are Rehabilitation of Irrigation Schemes, Feasibility studies and M&E, Capacity/ Institutional building and Rehabilitation of Hydro meteorological network in Afghanistan.
